Downloading map tile for offline use
Previously there was two categories of using mapquest service. Open data and Licencing.

And in Open data it was mentioned that down loading of tiles are allowed to use it for offline use.
Now looks like pricing is changed. https://developer.mapquest.com/plans/
My doubt is can we download certain tiles for offline usage in free option?
So i would like to go with Business or Enterprise plan for one of my map feature implementation in my project.
But still is it okay if i download the tiles in these plans (I'm asking this again because nothing mentioned regarding downloading locally).
Also suggest me how to get the licensing mentioned in plans page below :

Can you please share the image URL for open tile ?
If the open tiles are available for download, Can it be used for distributing the tiles along with our software?
Kindly clarify me that the plans mentioned below are applicable for open data or licenced and let me know if there are different plans available open tiles (like restrictions in zoom levels, places, etc .. for downloading).

Do you know when this new version of the Mapquest Open maptiles usage T&Cs will be announced?
Will there also be a transactions limit or will bulk download be limited?
If yes, what will be the deadline to update our applications (we have a lot of applications using Mapquest Open maptiles and we need a few weeks to do the update)?

As many others, I would like to have a current status (and expected status) for map and aerial tiles.
Last year the new terms were supposed to be available at the end of the year.
In OpenStreetMap wiki page about MapQuest, they refer to a page that has gone:

This schema doesn't require a license key. Does it mean that we can use it (provided the screen credit "Tiles courtesy of MapQuest")?
On the forum I read:

which is fine but also:
Tile access is limited to the existing sdks
About caching, some clarification has been done, but to be on the safe side, does it concern both XYZ tile pyramids? I. e; can we cache open aerial tiles too? And can a desktop application use the tile pyramid as there's no SDK?
Why removing a working and simple API? Why not simply add a parameter like ?access_token= to the url?
