Downloading map tile for offline use

Previously there was two categories of using mapquest service. Open data and Licencing.

And in Open data it was mentioned that down loading of tiles are allowed to use it for offline use.

Now looks like pricing is changed. https://developer.mapquest.com/plans/

My doubt is can we download certain tiles for offline usage in free option?

how about choosing a plan for downloading?

So i would like to go with Business or Enterprise plan for one of my map feature implementation in my project.

But still is it okay if i download the tiles in these plans (I'm asking this again because nothing mentioned regarding downloading locally).

 

Also suggest me how to get the licensing mentioned in plans page below :

Only the open tiles are
Only the open tiles are available for download. Licensed tiles are not licensed for local storage. All of the plans are available directly through the Developer Network except Enterprise Edition. You can get EE details by using the Contact Us link.

Plans for Open tiles

Kindly clarify me that the plans mentioned below are applicable for open data or licenced and let me know if there are different plans available open tiles (like restrictions in zoom levels, places, etc .. for downloading).

Those plans include both open and licensed data and services. Documentation for the open tiles has not been published in the new Developer Network yet. The open tile policies may change when the new documentation is published, but for now, this is how I access the open tiles in Leaflet:  'http://{s}.mqcdn.com/tiles/1.0.0/map/{z}/{x}/{y}.jpg',{attribution: mqAttr, subdomains: ["otile1","otile2","otile3","otile4"]}

Will there also be a transactions limit or will bulk download be limited?

If yes, what will be the deadline to update our applications (we have a lot of applications using Mapquest Open maptiles and we need a few weeks to do the update)?

XYZ usage

As many others, I would like to have a current status (and expected status) for map and aerial tiles.

Last year the new terms were supposed to be available at the end of the year.

In OpenStreetMap wiki page about MapQuest, they refer to a page that has gone:

This schema doesn't require a license key. Does it mean that we can use it (provided the screen credit "Tiles courtesy of MapQuest")?

On the forum I read:

which is fine but also:

Tile access is limited to the existing sdks

About caching, some clarification has been done, but to be on the safe side, does it concern both XYZ tile pyramids? I. e; can we cache open aerial tiles too? And can a desktop application use the tile pyramid as there's no SDK?

Free access to open tiles
Free access to open tiles will go away at some point - when is still unknown. The new Terms & Conditions will eventually mention that direct tile access is forbidden. Access to tiles will only be acceptable through the provided sdks. Currently this means the JavaScript sdk, Leaflet plugins, and static map api. Soon there will be Android and iOS sdks.
